      Executive Summary of the Nebraska Supreme Court Strategic Agenda Accomplishments for 2010-2012
      Executive SummaryI am pleased to announce an Executive Summary of the Nebraska Supreme Court Strategic Agenda Accomplishments for 2010 - 2012.  This list of completed projects and accomplished goals represents the efforts of judges, appellate and administrative staff, along with trial court and probation employees across the state.  It is because of your professionalism and dedication to the work of the judicial branch that we have met these goals during a time our state was in one of its more difficult fiscal periods.

      While this document identifies significant accomplishments for the betterment of our court and probation system, it is only a condensed summary of goals achieved.  It does not paint a true picture of the hard work that goes on in courthouses and offices in all 93 counties where court and probation services are delivered every day.  On behalf of the Administrative Office of the Courts and Probation,  my thanks for all you do to contribute to the excellence of the Nebraska Judicial Branch.  I look forward to your ongoing support, creativity, and effort in furthering the Supreme Court 2013-2015 Strategic Agenda and initiatives. -- Janice Walker, State Court Administrator

      Nebraska Hosts 24th Annual Conference of the National Consortium on Racial and Ethnic Fairness in the Courts
      Board of DirectorsThe Nebraska Minority Justice Committee hosted the 24th Annual Conference of the National Consortium on Racial and Ethnic Fairness in the Courts at the downtown Omaha Hilton May 9 - 12, 2012. Nebraska set the all-time attendance record for the conference with over 360 attendees representing 37 states and the District of Columbia. The 24th Annual Conference of the national group has been held previously in venues such as New Orleans, Seattle, and Manhattan.

      Recognizing the ever-changing landscape and the increasing challenges that face justice systems committed to achieving the promise of equality before the law, the purpose of the National Consortium is to bring together thought-leaders and delegates of state justice systems from around the country to share their collective knowledge about best practices within their court systems for achieving access and fairness.

      2012 Nebraska Children’s Summit
      Record Attendance at Third Children’s Summit Held in Kearney
      Helping Babies GrowThe 2012 Nebraska Children’s Summit held August 27 - 29, 2012, in Kearney, Nebraska, was attended by over 450 people, with a waiting list of over 40 more.  Attendees included 45 judges, 100 attorneys, 100 Health and Human Services System employees, 30 school representatives, along with court clerks, probation officers, court/probation administrative staff, CASA volunteers, educators, state senators, and other individuals interested in child welfare issues.

      The Children's Summit is a statewide conference sponsored by the Through the Eyes of the Child Initiative and the Nebraska Supreme Court where attendees spent over two days focusing on improving child welfare in the court system.

      This was the third Statewide Summit; the first was held in Nebraska City (2006) and the second summit was held in Grand Island (2009). The University of Nebraska-Lincoln's Center for Children, Families, and the Law manages the Through the Eyes of the Child Initiative for the Nebraska Supreme Court.

      During the Summit, judges were given copies of the new “Helping Babies Grow” video, coloring and comic books for use in court, children’s books, and other materials.  Anyone needing materials should contact Melissa Townsend at melissa.townsend@unl.edu or call 402-472-3292.

      Most Impact Award Given to Burns and Adams County ‘Eyes of the Child Initiative’ Area Team
      AdamsJudge Michael Burns and his Adams County 'Through the Eyes of the Child Initiative’ team was honored during the Nebraska Children’s Summit in Kearney for their work on establishing The Living Center (TLC), a housing unit for children who have aged-out of the foster care system.  The Most Impact Award was presented to Judge Burns by Children’s Commission Chairman Judge Everett Inbody during the opening session on August 27, 2012.  The award was a surprise to the team, nine of whom were in attendance at the Children’s Summit.

      Most Timely Court Progression Award Given to Brodbeck's ‘Eyes of the Child Initiative’ Boyd, Holt, Valley and Wheeler County Area Team
      Brodbeck TeamJudge Alan Brodbeck and his ‘Through the Eyes of the Child Initiative’ team was honored during the Nebraska Children’s Summit in Kearney for having the quickest timeframe for processing children’s court cases, beginning with the first hearing through the closing of the case.  The Most Timely Court Progression Award, presented by Children’s Commission Chairman Judge Everett Inbody who noted, “Because the Through the Eyes of the Child Initiative is predicated on teams, it is the team effort that we would like to recognize.”

      Judge Brodbeck’s team in the Boyd, Holt, Valley, and Wheeler County area, has an average time of 19 days to the initial hearing, and 34 days to trial. The average time of case closure is eight months.

      Chief Justice Heavican Presents Nebraska Court Interpreter Luis Sanchez with “Friend of the Court” Award
      Luis SanchezNebraska Supreme Court Chief Justice Mike Heavican recognized Luis Sanchez of Alliance with a "Friend of the Court" award on August 15, 2012, during the Chief's visit to the Box Butte County Courthouse. The award was given to Mr. Sanchez for his contributions to the Court's On-Call Interpreter Program.

      “Luis Sanchez’s generous sharing of his time and talent has helped the Court provide certified Spanish interpreters to courts across the state through the On-Call Interpreter Program,” Trial Court Services Director Sheryl Connolly explained. “With his help, the Administrative Office of the Courts and Probation was able to develop and coordinate the On-Call Interpreter Program during a time when budget limitations would not have allowed us to provide the administrative support for the program in any other way.”

      Law Day Job Shadowing and Media Relations Showcased in St. Louis at National Conference of Chief Justices
      Bancroft & HuffmanOn July 24, 2012, Nebraska Supreme Court Public Information Officer Janet Bancroft and Nebraska State Bar Foundation Director Doris Huffman exhibited materials highlighting projects of the Law-Related Education Subcommittee and the Media Subcommittee of the Foundation's PEOPLE Committee.  The setting was the Civics Education Fair organized by the National Center for State Courts at the National Conference of Chief Justices and State Court Administrators Annual Meeting in St. Louis.

      At a seminar preceding the Fair, West Virginia State Court Administrator Steven Canterbury remarked, "We will lose the Democracy if we don't have people educated in how democracy works."  He continued, "We can either wait around to see if things change, or we can just get in and try to do our part...."

      A dozen state organizations and a few private civics education programs were invited to participate in the Fair.  Its purpose was to show a variety of outreach programs that courts around the country can offer in their own states without having to "reinvent the wheel." 

      The Fair was also organized to encourage partnerships between state courts and education organizations such as the Bar Foundation.  In Nebraska, the Supreme Court and the Bar Foundation cooperate to offer programming in observation of Law Day and Constitution Day.

      Media and Appellate Court Roundtable
      SieversThe Media Subcommittee of the PEOPLE Committee sponsored a roundtable for journalists on August 30, 2012, at the Roman L. Hruska Center in Lincoln. 

      An informal education session and discussion included the following topics:

      • Justice William B. Cassel - How to Dissect an Appellate Opinion
      • Judge Richard D. Sievers - Appeal from the Court of Appeals to the Supreme Court
      • Lanet Asmussen - Public Records Through the Clerk's Office
      • Janet Bancroft - Appellate Information on the Web Site

      Judge Todd Hutton served as the discussion leader for the judges and Kevin O'Hanlon from the Lincoln Journal Star served as discussion leader for the media.  Judge Hutton is the Chair of the Media Subcommittee and has coordinated numerous training sessions around the state.

      Court of Appeals Community Outreach: Arguments at Peru State College
      As part of its ongoing commitment to community education and outreach, the Nebraska Court of Appeals will hold oral arguments on the campus of Peru State College, Thursday, September 13, 2012. The visit marks the first time the Court has convened at an undergraduate higher education institution.

      Chief Judge Everett O. Inbody said, “The Nebraska Court of Appeals judges welcome this opportunity to visit Peru State College and the residents of Nemaha County.  The invitation to hold our court sessions at the college provides us with a unique opportunity for community outreach in a wonderful setting.  We look forward to meeting with students and college faculty alike.”

      Rededication of the Lincoln Monument
      Chief Justice HeavicanOn Sunday, September 2, 2012, the Chief Justice participated in the centennial observance of the Lincoln Monument on the west side of the State Capitol. The rededication and celebration began at 2:00 p.m. on a 100 degree day, under sunny skies. Following speakers on the history of Lincoln and the origins of the monument, the program concluded on the west steps of the Capitol with Nebraska Supreme Court Chief Justice Michael Heavican reading Lincoln's Gettysburg Address.

      The Lincoln replica stands on a pedestal in front of a granite tablet engraved with the words of the Gettysburg address: "... we here highly resolve that these dead shall not have died in vain. That this nation, under God, shall have a new birth of freedom, and that government of the people, by the people, for the people, shall not perish from the earth."

      Probation, Parole, and Community Supervision Officers’ Week
      Probation, Parole, and Community Supervision Officers' WeekDuring the week of July 15 - 21, 2012, people across the United States and its territories joined together to recognize the work that probation and parole professionals have been involved in since 1841.

      During a special ceremony at the State Capitol, Governor Heinemann signed and Lt. Governor Sheehy delivered a proclamation that lauded the work of probation and parole staff in their responsibilities for supervising adult and juvenile offenders in the community while upholding the law with dignity and recognizing the right of the public to be safe-guarded from criminal activity. Probation officials organized the ceremony under the direction of State Probation Administrator Ellen Fabian Brokofsky. Parole Administrator Cathy Gibson-Beltz, Director of Parole Administration, and Bob Houston, Director of the Department of Corrections, attended the ceremony representing parole and corrections officials; Judy Beutler, Deputy Court Administrator, attended on behalf of the AOC and judges.

      JUSTICE Training
      Dates for 2012 JUSTICE training for county and district courts have been set.  Court staff can see all training dates set for 2012 on the “Calendar of Live Education” events on the JBE online registration Web site or from the link on this Web page: http://www.supremecourt.ne.gov/jbe/jbe-ed-programs.shtml.  There is a minimum of three attendees and a maximum of six attendees at each session.  Training will not be scheduled if there are fewer than three registered for a session. Online registration will close two weeks prior to the training.

      Testing for Certification as a Nebraska Court Interpreter will be held October 19 and 20, 2012, in Lincoln. Applicants must have completed Court Interpreter Orientation and passed the written English comprehension exam in order to be eligible.

      County Court Employees:  Remember to Complete the Workload Survey
      The Administrative Office of the Courts has been working with a committee of judges and clerk magistrates to improve the current method used in making staffing decisions.   In order to do so, we also need the help of all court personnel to complete the survey you have received by email. The survey is intended to measure the time needed to complete various court tasks, from entering cases to financial reconciliation.  Please answer only the questions in the survey which relate to work you do in the court.  Your answers will be combined with those of staff throughout the state in order to get a better picture of the time involved with work that you and your colleagues are doing. 

      Please complete the survey by September 26, 2012.  If you have questions, you may call Sheryl Connolly at 402-471-2671 or Judy Beutler at 402-471-2921.

      Reminder to Check Email
      Reminder to all employees:  it is very important to check your state-issued email addresses every work day.   Important information regarding employment is sent via state-assigned email throughout the year.  Information from the Administrative Office of the Courts and Probation, from state personnel (insurance changes, open enrollment for benefits, administrative) and state retirement is often sent.

      Investiture of Judge Francie C. Riedmann
      Judge RiedmannThe investiture of Judge Francie C. Riedmann as a Judge of the Nebraska Court of Appeals representing the Third Judicial District took place on Thursday, August 23, 2012, in the Warner Legislative Chamber of the Nebraska State Capitol.

      Judge Everett O. Inbody, Chief Judge of the Nebraska State Court of Appeals, opened the ceremony and officiated. Lt. Governor Rick Sheehy presented the Certificate of Appointment and Justice William B. Cassel of the Nebraska Supreme Court administered the Oath of Office.

      Recipients of Charles Drew Health Center 2012 Community Service Award Named
      Several individuals within the court system in Douglas County were presented with the Charles Drew Health Center 2012 Community Service Award for their support the work of ‘Fathers for a Lifetime’ as educators, presenters, and instructors. Award recipients included: Judge Elizabeth Crnkovich, Vernon Daniels, Christopher Kelly, Patricia Lamberty (Ret.), Darryl Lowe, Gerald Moran (Ret.), in addition to Douglas County District Court Conciliation Director Lorin Galvin.

      Minardi Elected to Board of Directors of APPA
      Deb Minardi, Deputy Probation Administrator, has been elected to the Board of Directors of the American Probation and Parole Association specifically serving as the District 13 Regional Representative.  Region 13 is comprised of Wyoming, Colorado, North Dakota, South Dakota, and Nebraska.  According to State Probation Administrator Ellen Fabian Brokofsky, “Deb is very deserving of this honor and will serve Nebraska Probation well.”  The American Probation and Parole Association is an international association actively involved with probation, parole, and community-based corrections, in both adult and juvenile sectors.

      Electronic Publications Committee
      The Nebraska Supreme Court recently formed the Electronic Publications Committee. The appointments are:

      The Committee was formed in order to explore the future of Nebraska appellate court opinion publications.

      Supreme Court Technology Committees
      The Supreme Court appointed Judge Francie C. Riedmann to serve as a representative of the Court of Appeals on the Supreme Court Technology Committee to replace Justice William B. Cassel, who now serves as a Supreme Court representative on that Committee.  Reidmann will also serve as a representative of the Court of Appeals on the Appellate Courts Automation Committee.

      Judicial Qualifications Commission
      Doug Dolezal is replacing Mary Gerdes, who resigned from the Commission because she moved out of state.

      Interpreter Advisory Committee
      The Court appointed Justice William B. Cassel to serve as a Supreme Court representative and ex officio member of the Supreme Court’s Interpreter Advisory Committee to replace former Justice John M. Gerrard who has resigned.

      • Court Reporter Timesheets: Due by the 5th day of each month (judges are to sign time sheets prior to submission).

      Publication Ordering Available Online
      Court staff may order publications from the Administrative Office of the Courts and Probation (AOC/P) online at www.nebraska.gov/courts/ordering/order.cgi. The AOC/P’s most frequently ordered publications are available through the online order form. The selection includes jury brochures, small claims guides, parenting act booklets, the Citizen's Guide to Nebraska's Courts, judge’s adoption cards, and AOC court staff timecards.
